Hi, Netters

My friend is looking for the email address  of The Congress Library to
enquire about the procedure for ISSN application.  Could someone help 
give the address of the Library and the contact number as well.  Any 
advice or info on how to apply for an ISSN for a series publication 
would also be appreciated.
