Fairfax County Public Library priorities messed up?

Recently the library in Fairfax City, VA installed all new carpeting,
closing for a week in the process. There didn't seem to be anything
wrong with the old carpet; the library had been totally remodeled only
twelve years before! Couldn't the money have been used for books
instead of cosmetic changes?
I am a great believer in not fixing anything which isn't broken.
Now if the roof was leaking, or the heater or air conditioner was
on the fritz, I would be the first to demand immediate repairs.
But who cares if the carpet was getting old?
The FCPL system isn't buying nearly as many new books as it ought to;
last year three branches had to be closed; hours are limited at smaller
branches; and any changes which cost money and are not definitely
improvements should, I think, be postponed until the budget picture
improves (if it ever does).  That carpet had years of life left in it;
I didn't see any holes anywhere!

You might get some useful answers to your questions if you asked
someone on the board of the library, instead of just posting it to
dc.general.
