In private email he mentioned that the only fellowships the FTB had
been referring to as non-taxable were >Federal< fellowships.  Mine
comes from a private corporation (no strings attached, doesn't involve
any teaching or >anything< for my stipend, but still it's not
federal).  Perhaps that reconciles the FTB answer with your opinion?  

I don't know.

I haven't yet been able to get anyone at the FTB to answer the phone 
(either busy or no answer).
