Thanks very much indeed to Steven Bjork, <bjork@Telebit.COM>, for
the reply that cracked this open for me.  He told me that this
was the `Stanford BOOTP format' and suggested I look at Stanford.
I couldn't find it there, but an archie search for "bootp.server.shar",
which he suggested as a vaguely-recalled filename, turned up precisely
one match: at uxc.cso.uiuc.edu in /services/bootp.  And that code is
just what I was looking for.  So thanks again, Steven.  (There is also
some ROM-able BOOTP client code there, in bootp.client.shar.)
