The SF Bay is a down-dropped block in what is called a "pull-apart basin". There is a possibility it could drop a few meters in a large earthquake and cause some flooding near shore. The block is bounded by the San Andreas to the West and Hayward fault to the east. The two faults merge to the south at San Juan Baptista. I don't think the north end is as clearly delineated. There are more pull-apart basins to the north at the Geysers and Clear Lake. The San Andreas Pacific plate boundary is not 100% a transform boundary along its length. The are places where it compresses like around Lost Hills and other places where it is loose like around the S.F. Bay area.
