                            Petition
                             to the
                Council on Environmental Quality

Under the authority of the Administrative Procedure Act, 5 U.S.C.
8553(e), which states: "each agency shall give an interested person the
right to petition for the issuance, amendment, or repeal of a rule",
we, the undersigned citizens of the United States of America, hereby
petition the Council on Environmental Quality to adopt revised
Guidelines for the implementation of The National Environmental Policy
Act of 1969, and specifically, for the preparation of Environmental
Impact Statements under that Act, as follows:

      1. That the Guidelines abandon the present, nonstatutory,
practice (40 C.F.R. 81508.8) of arbitrarily distinguishing between
"direct" or "primary" and "indirect" or "secondary" impacts, and
provide for the explicit statement of the character and magnitude of
each possible impact, including negligible ones. Distinctions as to
"direct" or "indirect" might be used to order the items in an
Environmental Impact Statement, but not as a basis for inclusion or
exclusion.

      2. That an Environmental Impact Statement must always be
prepared, even if there is no significant environmental impact, either
primary or secondary, and even if estimates of environmental impacts
are purely "speculative".

      3. That, in accordance with Title I of the National Environmental
Policy Act of 1969, such Guidelines shall require explicit
consideration of the impacts upon population, including growth, size,
distribution, age structure, condition and dynamics, and including
impacts on social, economic, and cultural problems, land-use patterns,
need and cost for social services, and reproductive behavior.

      4. That, to clarify the scope for such environmental impacts,
such Guidelines require that Environmental Impact Statements not
confine themselves to short-range or local impacts, but include
consideration of impacts anywhere on or in the vicinity of planet Earth
and for a future period of not less than 100 years, and for as far
beyond 100 years as can reasonably be projected.

      5. That the Guidelines require the consideration of interactions
with the impacts of other activities, and explicit recognition of ways
in which such impacts may reinforce or conflict with one another.

      6. That there be a systematic effort to assemble, compare,
analyze, reconcile, and summarize all environmental impact statements,
and to project the environmental impacts of multiple activities, as a
whole and in various groups and combinations, for a period of at least
200 years into the future, and to annually report the results of this
effort to the President, to Congress, and to the People.

We hereby designate, for purposes of further communications, the first
of the following petitioners as the agent and representative for the
remainder of us.
