Enforcement for criminal Alien Removal Act of 2005 (CLEAR Act).



The CLEAR Act directly addresses the illegal-alien crisis by
encouraging America's 650,000 state and local law enforcement officers
to apprehend, detain, and turn over to federal custody any illegal
aliens they encounter during the normal course of their duties. The
bill authorizes additional federal detention centers and tougher
criminal penalties for illegal immigration; and, it permits local law
enforcement to transport illegal aliens across state lines in order to
hand them over into federal custody.



The 2,000 federal immigration agents currently tasked with enforcing
immigration laws throughout the interior of the United States simply
cannot protect Americans against all criminal aliens. Adding 650,000
state and local law enforcement officers to the task would
significantly improve our chances at locating and removing tens of
thousands of violent criminal aliens from America’s streets and
neighborhoods.

Dear Representative

Illegal aliens, especially those who have committed crimes, pose a
serious threat to citizens and legal residents in the U.S. Please
cosponsor the CLEAR Act, which would clarify the authority of local law
enforcement to deal with illegal aliens, and provide funding to enable
them to effectively exercise that authority.

Our borders are dangerously porous. They are an invitation to
criminals, smugglers, terrorists, and other lawbreakers. Compounding
this critical homeland security breach is the fact that, once such
persons have successfully entered our country, the likelihood that they
will be apprehended is even lower than at the border, due to the
woefully inadequate federal enforcement presence in the interior.

A mere 2,000 federal immigration agents are tasked with all interior
enforcement throughout the United States. Yet there is a massive
untapped resource of 650,000 state and local law enforcement officers
who routinely encounter illegal and/or criminal aliens of all types,
but who currently are actually discouraged from enforcing immigration
laws. Nearly four years after the 9/11 attacks, it is long past time to
enlist their help with interior immigration enforcement.

The CLEAR Act -- to clarify police authority to assist and to provide
the necessary training and funding so that these state and local
officers can play a bigger role -- will help reduce illegal
immigration. That is why I hope you will support it.
