My personal prediction is that laws will have little effect; the laptop
industry is going to be the, er, driving force behind the emergence of
practical EVs (that is, batteries with the required power/weight and
charge/discharge rates).  The laptop industry has three very important
things that the EV "industry" doesn't:
  1.  An existing market, large enough to support serious R&D.
  2.  A clear benefit to incremental improvements.  (So what if this
battery can
      get you 75 miles instead of 50, but 50% more than 3 hours is a major
      selling point.)
  3.  Cutthroat competition.
