it should be either or. This poison is enough! Energy companies should not be able to overrule what is right if that right is hurting peoople This is outrageous. Let the energy producesr bring lawsuits. I guarantee any one with a brain can claim damages. And damn it Congress remove the obstacle to sue and see if these bastards who care more about money then hurting children , care about lawsuits against them. Congress and Epa do the right things.
