There are a number of steps which could have been taken had the
Senate rejected the Andrews Bill. Some are legal, others legislative.

A large proportion of Senators who voted "no" did so only because
they percieved the Northern Territory was being unfairly singled
out by the Bill, which has no affect at all on the States.

My next step would be to encourage an MP to introduce a Bill which would
preclude deliberate patient killing throughout Australia.

Those MP's and Senators who conscientiously oppose euthanasia but voted
against the Andrews Bill for the reasons above would most likely support
an anti-euthanasia Bill which did not single out the Territories.

There are also a number of international lobbying options available.

I certainly wouldn't rage impotently the way the pro-euthanasia lobby 
is doing at present.
