Strictly according to the Constitution, the GG can withold consent for a law "at His Majesty's Pleasure". However, the immensely strong convention is that the GG acts on the advice of the Parliament, and for him to refrain in this case would cause a constitutional crisis that would dwarf 1975. [One of the changes mooted as an alternative to the republic is to enshrine this convention in the Constitution so that it is quite clear the GG (or president) has no option but to do what the Parliament directs.] Greg. -- Gregory Bond Burdett Buckeridge & Young Ltd, Melbourne, Australia <mailto:gnb@bby.com.au> <http://www.bby.com.au/~gnb>
