If applying the safeguards is as burdensome Mr Merel says it is, I
suspect that it will be business as usual for the people who are
doing it.  In the Netherlands where euthanasia has been allowed for
some 20 years a survey showed that 59% of incidents of euthanasia
went unreported in 1995 because doctors found it too onerous to
report.
