Wed Jul 31,11:22 AM ET More "pay-for-play" allegations are being leveled at Gov. Gray Davis after a campaign donation was linked to a Northern California oil refinery that was allowed to release more toxic chemicals into the San Francisco Bay. [ snip ] Just three months after an appearance with the Davis, the oil company asked permission to increase the amount of cancer- causing dioxin released into the bay by the same refinery, which is now owned by Tesoro. The regional water quality control board said no. But four months later, the same board reversed itself, reportedly after Tosco had given the governor a pair of campaign contributions totaling $70,000.
