The Strait Times
California, the crisis state

For the past two years, California has spent US$1 billion
(S$1.75 billion) a month more than it took in.

To cover its losses, USA Today said, the state sold its right to
billions of dollars in future payments from the tobacco industry
for quick cash, borrowed enormous sums and used creative accounting.

It has done nearly everything except significantly raise taxes
or cut spending, the paper said.

The result: a US$38 billion two-year budget deficit.

The Golden State is now operating totally on borrowed money. It
is in a state of near-perfect political meltdown.

/snip/

The New York Times said a survey by the Public Policy Institute
of California this month showed that more than two-thirds of
Californians disapprove of the way the state legislature is
handling the budget. Mr Davis' approval rating is 21 per cent,
the lowest on record.

About half of the electorate said they would vote to remove him
from office if a recall election were held today.

I suppose they mentioned that The Terminator would fix things up.
