CONNECTICUT: State Bill Supported but Running Out of Time

Statewide support for a new state measure in Connecticut crosses
political boundaries, but the legislative session is winding down fast.
Lawmakers have little more than a week to take action.

State lawmakers on both sides of the aisle are supporting medical
marijuana <http://www.safeaccessnow.org/article.php?id=2112>
by Traci Neal, Hartford Advocate
<http://hartfordadvocate.com/gbase/News/content?oid=oid:113120>
Connecticut state lawmakers will need to beat the clock to squeeze
through a bill that would allow adults with cancer or another chronic
condition to get high to ease painful symptoms. Though the bill has
bipartisan support and has passed without fanfare through several
committees, the legislature adjourns in just a few weeks so lawmakers
will need to move swiftly.

COLORADO: Implementation of Initiative Still Murky

As elsewhere, patients are having to step forward and speak out to get
the protections voters have approved. Law enforcement and local
communities need to be educated on the rights and needs of patients.

Dave Schreiner was a church deacon and Boy Scout leader in Ohio for 25
years before moving to Summit County in 1999. Now, what occupies his
mind - besides his wife, children, bills and the typical family travails
- is growing marijuana. Born with congenital defects in both femurs,
Schreiner has been addled by pain since his teenage years.

CALIFORNIA: Cities and Counties Work on Access Plans

The debate over how to provide the legal access state law requires
continues in municipalities across the state. A new state ID card
program is beginning in a few counties with the support of ASA and other
patient advocates. Meanwhile, Alameda's plan to distribute through a
local hospital is gaining support.

    STATEWIDE

Advocates Welcome State-Issued Medical Marijuana ID Cards
<http://www.safeaccessnow.org/article.php?id=2102>
California Department of Health Services today launched a pilot medical
marijuana ID card program as outlined by a law passed by the California
legislature in 3 California counties Amador, Del Norte, and Mendocino.
Trinity County will begin its program in a couple of weeks. A wider
state roll-out of the piloted system will commence this summer on August 1.

Medical Marijuana Patients, Advocates React to Bans on Dispensaries
<http://www.safeaccessnow.org/article.php?id=2108>
Free Liberal <http://www.freeliberal.com/archives/001077.html>
State-wide moratoriums on California medical marijuana (cannabis)
dispensaries have caused an uproar in communities dependent on receiving
medical marijuana from these locations. Dispensaries have opened
throughout the state to distribute the medicine to patients who provide
a doctor's recommendation. Most medical marijuana patients rely on these
dispensaries to obtain their medication and while there is no fully
legal means available to buy marijuana, dispensaries are the only viable
option for a majority of patients, many of whom are elderly or disabled.

Regulating pot clubs <http://www.safeaccessnow.org/article.php?id=2104>
EDITORIAL, San Francisco Chronicle
<http://www.sfgate.com/cgi-bin/article.cgi?file=/chronicle/archive/2005/05/24/EDGPHCSML21.DTL>

Alameda county is looking at a bold proposal by Supervisor Nate Miley to
have the county run a medical marijuana dispensary at Fairmont Hospital.
Miley's proposal is worth a try. Federal laws need to be changed -- and
the best way to bring that change is to show that medical marijuana
programs can be run safely and responsibly.

Alameda County supervisors put breaks on pot club decision
<http://www.safeaccessnow.org/article.php?id=2103>
by Guy Ashley, San Jose Mercury News
<http://www.mercurynews.com/mld/mercurynews/news/breaking_news/11727922.htm>

Alameda County supervisors today delayed passing a law to license
medical marijuana dispensaries, despite threats by the county sheriff
that he will move to shut down seven pot distribution points in the
county if a law is not passed by mid-June.

FORT BRAGG

Council to look at marijuana ordinance
<http://www.safeaccessnow.org/article.php?id=2107>
by Tony Reed, Fort Bragg Advocate
<http://www.ukiahdailyjournal.com/Stories/0,1413,91%7E3089%7E2885548,00.html>

Ukiah is not the only city concerned about the possible proliferation of
medical marijuana dispensaries. The Fort Bragg City Council is
considering an ordinance that would require medicinal marijuana
dispensaries to get a permit and agree to certain operational
restrictions. The ordinance would also define what constitutes a medical
marijuana dispensary, add marijuana dispensaries as a conditional use in
industrial zones, and define operational criteria for dispensaries.

LOS ANGELES

LA County Supe targets marijuana dispensaries
<http://www.safeaccessnow.org/article.php?id=2106>
by Shirley Hsu, Whittier Daily News
<http://www.whittierdailynews.com/Stories/0,1413,207%7E12026%7E2886387,00.html>

Medical marijuana dispensaries in unincorporated areas of Los Angeles
County could face regulations for the first time under a proposal
submitted by county Supervisor Don Knabe. Kris Hermes, spokesman for
Americans for Safe Access, a medical marijuana advocacy group, said the
organization embraces "reasonable regulations' on medical marijuana
dispensaries.
