In Canada, as is the case elsewhere, rights and anti-discrimination legislation has little practical effect. They are more political statements than anything else. Not long ago, white english people in Toronto discriminated widely against Chinese, Jews, Blacks, Italians, etc. in everything from housing to employment. Just a generation ago property deeds containing clauses such as "not to be sold to (various minorities)" were upheld by the authorities. The human rights codes which became popular by the mid 1970's to early 1980's in this country, were simply a reflection of the changing demographics in Canadian society. Remember, the "nothwithstanding clause" in the Constitution of 1982, which allows for overriding of civil rights, has already been used by such governments as Quebec in their language legislation, for example. (The mass migration of an entire generation of over 300,000 young adult english speakers from that province is not a trivial matter.) If people want to like each other and get along, they will. If they don't, then legislation and human rights codes are useless. So, don't bother asking whether something is illegal or not because that's not the issue here.
