since landlords own the property and call the shots,
my suspicion is that any trickery and harrisment is their doing.

not sure though, see, I havent had a landlord in a considerable time,
since shortly after the time I was apt hunting in st catharines and
would enquire as to are there anyone who has given their notice and
if so, I would be interested in taking that unit. just tell me,
there must be someone in a building this size that has given notice. 
if not this month then next. etc etc.

the response? well, seems if I was to hand over a months rent, that
would get me on a special list. oh, so you want the first months rent 
up front? no, that is to just get on the 'waiting' list.
 ie a godam BRIBE. payola. pay 13 months rent for a 1 year lease.

and THAT is typical landlord behaviour. gouge gouge gouge.
