Cyber curtain drops on Manitoba?

Following up on a confusing posting from Manitoba that seemed to target
every newsgroup except wpg.general and man.general, I received an email
response quoted below.

The sender is likely right that I'm the only person left who doesn't know
that Manitoba isn't listening any more. Still, I find it surprising: I
would have picked provinces other than Manitoba for candidate of "don't
want to hear from the outside".

Just in case this is of interest ...

one can only speculate why this transpired. manitoba has
historically been geographically isolated (but usually liberal of view).
that she should resort to censorship to remain so (in light of
ongoing infrastructure upgrades allowing otherwise) runs contrary to
one's expectations.
what of the likes of ferret (chris lewis), scott anguish, jan
isley and davey "fatboy" ratcliffe might be behind this "trying to keep the
boyz ignorant and on the farm" abomination?
mbnet must realize controlling access to information means
controlling opinions.
what do they have to hide? what do they have to gain (beside
maintaining a monoculture - a monopoly - by denying outside access.
could ma bell be gambling her common carrier status by playing
god with a subsidiary?
can mbnet get out via the alt.* heirarchy?

	(snip)

man.* and wpg.* since their creation, were always meant to be distributed
only withing Manitoba.

For whatever reason, the man.* and wpg.* hierarchiefs leaked out of
Manitoba, and started receiveing posts from out side. MBNet's news server
(where most of the ISP's recieve their news feeds) until recenetly was not
able to filter out these 'rogue' posts. Within the last month the server
was upgraded, and a rule that was ALWAYS in existance was now able to be
enforced (i.e. that you should only be able to post/read from it, from
sites within Manitoba).

Frankly, there isn't *really* anything wrong with this...except when
the news server starts dropping something that is posted as:

	rec.food.misc,wpg.general

that someone has posted to asking for recommendations on good places
to eat while visiting winnipeg...

Saying we don't propogate wpg.general postings outside is great, but
saying that we drop anything that has wpg.general in its header is
censorship, pure and simple, since you are no longer restricting my
ability to see a posting to wpg.general, but you are saying I can't read
a posting made to rec.food.misc also...
