Georgia did start as a penal colony. South Carolina (along with North Carolina) was started by colonists looking for fortune in the new world. What became North Carolina had several distinct colonial in-migrations. The north-east coastal plain was settled by those expanding out of Jamestown and tidewater Virginia. The lower Cape Fear was settled by Scots fleeing retribution following the abortive Jacobite rising seeking to restore the Stuart monarchs to the thrones of England & Scotland. The western piedmont of NC and upland SC were settled by a mixture of settlers moving south from the mid-Atlantic colonies (parallel to the Appalachian mountains) and those moving west from the northeast coastal plain and the Cape Fear Valley.
