Because the neo cons love cheap labor.
Pay them in cash and you do not have to worry about income tax and SS
monies.
The less you pay for labor the more profit you can make.
Don't need to provide health insurance. The public will pick up the
bill.

Use them
Abuse them
Then send them back where they came from.
