Look for the file in your root directory. Do an ls -a as this is a
hidden file. It is actually .fvwm2rc95. Use emacs to make any changes. I
have done it and it works.

My home directory is /home/jameslj - while in this directory, if I use
the command "more .fvwm2rc95", I can view this file. It seems to be
necessary to put the "." in front of the file name. To edit the file in
vi, enter "vi .fvwm2rc95". Perhaps your files are set up in the same
way. For root's version of this file try looking in /root .

Hope this helps.
