The location might have something to do with it. Since the Southern
Californian invasion of the 90's, Austin's been sitting at or above 97%
occupancy. I believe last year it was around 99%. Therefore, the
apartments not only can raise their rents to what the market will bear
(and with little construction of new apartments going on near the center
of town on main bus routes and shuttle routes, the market will bear a
whole lot) they can write all sorts of nifty neato things into their
leases...simply because they'll fill up the space, no matter what.

Something like that, apparently. I suggest in the future beginning to
look for apartments very early on and comparing lease agreements. Or,
complain to the Austin tenant's council. Might not do anything, but
it'll make you feel better.
