The following speech was delivered today by Governor Bush to all Black
Americans:

Good day, my fellow Black Americans.  I want to talk to you today
about your future.  Since the end of communism and the overall
down-sizing of the American Military-Industrial complex, many people
have seen a drastic change in their life styles.  Many times for the
worst.  However, there has been one exception:  The criminal justice
system.  It's booming.  Prison and jail construction is at an all time
high.  Police cannot be hired fast enough.  This also has resulted in
a big demand for lawyers, judges, prison and jail guards, and all
sorts of people associated with maintaining this ever increasing
empire.

Of course, the key to the growth of the criminal justice system is the
Black American.  I am proud to announce that since I have been
Governor of the great state of Texas, that the number of Black
Americans incarcerated in Texas jails and prisons is now at an all
time high.  I think it is safe to say, that when it comes to blacks
and jail- TEXAS is the leader in America.

Now, I know that California, under the leadership of my good friend,
Governor Wilson, is also on a massive prison building program and is
locking up Blacks at a record pace, but, I really believe that TEXAS
is still the best place for the Black American to be incarcerated.

Texas has a long history of locking up blacks.  We know how to do it
right.  There are a lot of states, such as Alabama, Mississippi,
Georgia, North Carolina, South Carolina, Louisiana, just to name a few
that are also trying to jump on the prison bandwagon, but they have a
lot of catching up to do to equal Texas in its commitment to provide
good, decent, incarceration for the black American.

As Governor, I think I have a special understanding of the needs of
the incarcerated Black American.  Remember, My daddy, was President
Bush:  the greatest president that this country has ever had.  When he
was president he had blacks working at the highest levels of
Government.  I think it is safe to say that the White House is the
pinnacle of political power in American and the World, for that
matter.  I remember that daddy had blacks serving food, cleaning the
toilets and such in the white house.  The Bush's know how to treat
Black Americans.  We understand you specific needs.  And remember, when
GOD spoke to Moses, he appeared as a Bush.

Anyway, I want each and every Black American to come to Texas and
live, work, and play in one of our many fine jails and prisons.  Texas
wants you.  As you probable know, the recent changes to the welfare
programs by the Republican Controlled Congress are going to have drastic
effects on many of you fine Black folk.  Once the welfare runs out-
well, if I may speak bluntly, once that welfare is gone, many of you
are not going to make it in the world, what with no real job skills
and lack of education and such- the result is going to be your
involvment in crime.  And that means- jail.  Now, you don't want to
have to spend time in crummy, crowed, crime infested prisons like they
have in New Jersey, New York, and Illinois, just to name few.  No,
Texas is the place for you to be in jail or prison.  Compared to some
of the slums that you are currently living in, a nice clean Texas
prison is a definite step up:  Three good meals a day, each
nutritionally balanced; a nice clean jail cell with running water and
private toilet.  And, free, absolutely free- complete medical and
dental.  With all the talk about cutting medicare and other health
related services for the poor, this is really a big, big plus.  And,
in Texas we have work programs.  In fact, we have actually taken work
away from white citizens and moved those jobs inside our prisons so
you Black folk can become productive members of industry, doing
important work and getting paid for it.  And, Texas hasn't forgotten
you recreational needs.  We have many different types of activities to
provide you with that ever important need to play and have a good
time.

Now, many of you are probably wondering how you can get a room in one
of our fine prisons.  Well, I am going to propose to the Texas
legislature that we offer a free one way buss ticket to any person who
loses their welfare check, Yes, as soon as the federal or state
government tells you that your days of collecting are finished, you
just go and pick up a telephone and call

And Texas will send you cash via western union for your free-trip to
Texas.  And, once you get to Texas, with no money, you will be
eligible for incarceration as a vagrant.  Once inside the Texas
Criminal Justice System, we have specially trained professionals who
are able to extend your stay for many, many years using a variety of
methods that we here in Texas have perfected over the years to
incarcerate Blacks and keep them for long periods of time.

Now, I know that some of you might not want to have to do a criminal
deed to become incarcerated.  Well, worry not.  Texas has long been a
leader in incarcerating completely innocent Nig..  er I mean black
Americans.  Hell, we even have innocent blacks on death row.  Texas knows
how to treat its black prisoners.  We have some of the most creative
judges, district attorneys, and of course police who have spend their
entire lives  arresting and incarcerating blacks, many of whom
never committed any crime other than being black.  So don't dispair, we
will do our best to get you inside a nice prison.

As Governor of Texas it is my goal to try and get as many blacks into
our jails and prisons as possible.  So come on down.  You have nothing
to lose except for your present miserable situation.  Leave the
ghetto, and the violence, and lack of meaningful employment.  The Jail
and prisons of Texas are waiting for you.  Thank you and GOD bless you
all, we await your arrival.
