Currently, a child is assigned by the government to a particular
school.  If that school does not meet the educational needs of
the child, there is very little recourse unless the parents can
afford to pay private school tuition in addition to property
taxes (public school tuition, sort of).

Vouchers will give the parents a better choice of existing public and
private schools, and will encourage private schools to open in areas
where it is not currently feasible.

Additionally, if the public schools start losing students to private
schools (because the parents perceive the quality to be higher), they
will start pursuing more realistic paths to reform.
