Here you've hit the the compelling reason for vouchers.
The thing that Plano, Richardson, and most other places with good
school districts have is a *critical mass* of interested parents.
Voucher will allow those parents who DO care to make sure their
children get a good education, even if they are in an area where
the majority of parents don't care.

(WRT influence -- it's easy for a parent who work in one of the
professions to take a couple of hours off to talk to a teacher,
principal, etc.  Lower paid wage earners have that luxury to
such an extent.)
