One of the big problems at the ferry terminals is the fact that you are
trying to run two scheduled services.  Each depends on the other to be "on
time".  A parked bus still costs money, and fulfills no service if waiting
for a late ferry.  It cannot make it's committments or scheduled meets
upline at any point.  When the service is busy, a supervisor provides that
human interaction to decide what needs to be done.  Often it is just a
matter os assessing communication that a driver does not have direct
access to.

i.e  Yes, the ferry is late.  I can wait for a while.  How late will the
ferry be?  Should I wait 10 minutes and accommodate passengers from the
ferry?  Or should I wait 20 and not accommodate everybody else up line?
