Those lifts at Whistler were, ironically, replaced because they likely
ARE safe. Sounds strange, I know, but consider... there is an accident,
and large amounts of time and money are spent trying to find out why.
There is no resolution. They cannot determine what caused the failure,
and so the management, to make their customers feel better, replace the
lifts, even though NOTHING in the investigation suggested that the lifts
were unsafe.

So... are they unsafe in some way that was not apparent to the designers
and independent engineers, or was the failure a one-time fluke? We may
never know.

As for the buses, your feeling about the appartent safety has little or
nothing to do with the actual safety of them. As a society, we spend a
lot of money trying to make everything safe, even to the point of
foolishness. Would we be better off listening to a few riders who 'feel'
that the buses are less safe, and not bother upgrading? I don't think so.
