By my understanding, the above statement is inaccurate. Tuition revenues
pay for only 20% of the average canadian university's operating expenses,
but do in fact cover most of the direct costs of undergraduate education.
Somehow, this fact got twisted around in the rumour-mill and ended up more
or less in the form that Jeff uttered. The other 80% goes towards
supporting research, infrastructure, bureaucracy, embezzlement, etc..
