When was the last time you heard of an asthmatic criminal trying
to mug someone? Criminals prefer more lethal weapons of intimidation
because they are more intimidating. Pepper spray users outside of the
police are ordinary people trying to protect themselves from criminals.
When was the last time you heard of a disgruntle postal worker pepper
spraying everyone in the post office? This idea is utterly ridiculous.

Unregulated? You obviously know nothing about the process of purchasing
pepper spray.
