Bueno, la verdad es que me meti al httpd.conf, y es extremadamente
complicado. Yo cree en mi cuenta un subdirectorio public_html, para poder
"publicar" mi cuenta como http://localhost/~cristian  y apache
simplemente me manda a freir monos, ya que me dice que no tengo
autorizacion para entrar. Que hago?

Ahora, para hacer efectivos los cambios en http.conf debo apagar y
reiniciar apache. Como?

Lo otro, seria un poco barsa de mi parte, pero , alguien podria POSTEAR su
httpd.conf para yo sacar ideas de ahi de como hacer correr mis CGI's etc,
e incluso activar mi cuenta como yo dije que queria hacerlo
(http://localhost/~cristian)
