WWA can be relaible and they have 312 access numbers. However, on a
non-local level, I have used ibm.net. They have a very reliable service.
So far it has been 100%. They also have access numbers throughout the
entire country and world. This comes in handy if you travel.

As for ppp or slip. I would make sure they have ppp. Slip is an older
protocol. Although still being used, it was essentially replaced by ppp
because of the ehnacements made. One of the largest being dynamic
addressing. (if you are unaware of this: it is the concept of being
provided a new and possible different ip address each time you log into
your ISP.) slip can handle this on some systems, but it is built into the
fundementals of ppp. And lately most ISP prefer to give you a dynamic IP
address.

Hope this helps
