That waltz is the most romantic, or that it is the most sensual, or
that it is the sexiest?

IMHO waltz is romantic, but NOT sexy or sensual.

IMHO WCS is sexy, but not romantic.

IMHO rhumba and chacha are sensual, and sometimes sexy.

romance does not equal sexy
romance does not equal sensual
sensual does not equal sexy

These are different things, thus there would be different dances that
would be *the most* in each of these...
