 i was not refering to the DECISION ITSELF
but rather his ability to make the decision
i can swallow without undo complaint *ANY* decision, if TO ME, it seems
to have been made by someone appropriate to making a decision on a
particular situation
even though my "joke" was based on one tiny "report", the concept
of a clerk
  "jumping 3 levels of management, etc"
and then getting what appeared to be an almost instant decision (like, no
indication of the *4* lower levels being researched) is bit odd
 i can swallow the fact that an immediate supervisor may be useless to
talk to (and the company might even find it difficult to exterminate him)
but *3* consecutive levels strikes me as a bit hasty
as far as "accidently" reading junk, why are they even "accidently" reading
news at all?? unless they KNOW the meanings of newsgroup headers and
proper knowlege of its use?
maybe the company has to buy extra computing power all the time (to support
secretaries performing obviously non work required duties)  <swallow this
one with some grains of salt>
