Senate Bill 12 is available for anonymous ftp from ruby.oce.orst.edu
as either pub/things/senate.bill.12.txt or senate.bill.12.txt.Z

Notice: all anonymous ftp transactions are logged; thus 'anonymous' it
isn't.
