I read both the Washington Post article and a follow-up in my local paper
(from the Post news service).

Yes, the numbers were from the Dept. of Commerce. The Dept. of Commerce admits
that the numbers were in turn supplied to them by the NCTA and that no attempt
had been made to confirm them in any way. They just published them as gospel.

According to the second article, DOC is backing away from the numbers very
quickly.

Pretty slick maneuver by the NCTA, I'd say.
