I can't speak for all locations, but I (as a local elected official
in my township) would welcome a competitive cable system.  The situation
here is that the existing cable companies seem to agree amongst themselves
as to what territories they each will cover and none of them encroach
on the other.  We have two companies in our town and neither has
an exclusive franchise.
