Meters which are very inaccurate when dealing with highly reactive loads.

PC PSUs have 2 in them, the standby one can be very reactive since the 
power factor is measured against its operating wattage.

and so what if its 7 watts - thats only $14 a year by your figures, 
which is less then you spent on the meter to measure it.
