Whatever gave you that idea?  It does not even seem to make much sense.  Are 
you saying that the National Grid is running at 100% capacity all the time 
or what?  It never has.

Peak demand power power stations using gas and emergency diesel are turned 
on and off all the time.  And this issue is long term - allowing lower 
capacity on the baseload power stations, using coal and nuclear power (which 
can also be turned off, anyway).
