Rubbish.  While designers may take more care now since so much more
static-sensitive electronics is handled by people who don't know what
they're doing than used to be, static can *certainly* damage chips.
Worse than immediate failure it can also cause intermittent problems
(particularly nasty in memory since almost no one bothers with ECC or,
for that matter, parity nowadays) and shortened lifetimes.
