At the budget end the Umax 12* series scanners tends to get very good
reviews, I would advise against a parallel port model (slow) but they
do USB and SCSI models well within your price range. Shop around and
make sure you look at what software comes with it.

If you want NT compatibility you will need to spend more and make sure
that the company already provides NT drivers (not that they will be
coming, I was caught out on that one)
