If you're using shadow passwords you might want to read the documentation
for wu-ftpd. You always wanted to do that anyway but now it's about time.
Grab the source and using the debug switch is usually helpful too.

anonymous does not have a password and user ftp usually has none either or
to be more specific, the password entry ought to be just a !.
