Fast- disappearing menus

I have a curious problem on my other machine, running Win 95. When I
click on a menu, by the time I've scrolled down to the item I want, it
has disappeared again. This is especially noticeable when I try to use
second- and third- level menus. I've tried changing the mouse, but that
has made no difference; in fact, the same happens if I use [Alt] and
keyboard shortcuts to reach the same menu items. It's happening in most
if not all applications, too. Nothing else happens, so it's not that
menu items are being spuriously "clicked".

I do seem to recall this happening once before, and been advised to
change a setting for the menu scroll rate, or some such, but I really
can't remember how, or where.

It's making some functions and applications almost completely unusable.

I hate computers :-(
