I once had trouble with a re-install of '98. The problem was that
there wasn't enough free memory in DOS for the install program to
work.

When booting from a floppy only have the minimum of drivers etc.
loaded (the CD drivers and little else!), and make maximum use of
HIMEM.SYS and EMM386.EXE. (Assuming this may be your problem).
