They're not modems: that's the whole point of ISDN.  A modem modulates
(or demodulates) a digital signal to squirt it down an analogue phone
line.  An ISDN terminal adaptor is a modem with the modulation and
demodulation stuff removed: they squirt digital data directly down the
line.  They should therefore be cheaper than modems.  Cue hollow
laughter.
