Even if the UK does not volunteer, this regulation applies to all euro
transfers between EU countries. Which means that provided that you label the
transfer in euros, there will not be any additional commissions. There can
be a commission for the change from UKP to EUR, but there won't but such a
high minimum charge for this operation. You could aslo open an UK account in
euros, then there wouldn't be any additional charges for transfers to other
euro accounts within the EU.
