Setting FU to poster (overridden) will not help achieve this singularity.
XP d.s,d.tech.pc,uk.tech.y2k, FU uty2k,dtp only.

+ You could split the UK & Ireland from Portugal, so that the summertime
name can be "BST British Isles Summer Time"?
The present scheme in Windows is designed for idiots, by Americans.
Would it not be better, seeing as only the sagacious will use your
software, to input the data more directly?
Radio buttons for Hemisphere (Northern / Equatorial (no DST) / Southern)
TZ number, with examples - say UK 12, Winnipeg 6, Delhi 17, Tokyo 21
if N/S, Dates (Select Two):
Last Sun Mar
First Sun Apr
Last Sun Oct
<any others that you (AN) know of>
Other :
Other :
(Others being box or buttons, depending on what unknown rules seem likely)
Winter Time of Change ... GMT/Local
If feeling generous, defaults for UK, most of EU, most of NA could be
provided.
