WANTED: Low-interest VISA/MC

I am looking for the phone numbers of banks that offer reasonably low
interest rates on VISA/MasterCard's.  By reasonably low, I mean 12-13% or
so, as opposed to, say, 21%.

I know there is an 800 number for an organization that publishes a
*directory* of such banks, and if anyone has that, I would be really glad.
It is a funny situation to know this organization is out there, but to lack
the 7 digits needed to get in touch with them.
