Project Manager

Required Skills and Qualifications:

The duties of the Contractor will include, but are not limited to, the
tasks include below:

A. Project management (including project planning, tracking & oversight)

1) Provides leadership/manages a major systems project, including
overall accountability, oversight and management of all related project
tasks and activities, developing detailed schedules, plans and
timelines, and monitoring work plan progress and status.

2) Experience developing detailed work plans and schedules, identifying
resources needs and assess, evaluation and allocating staff resources
and/or coordinator shared staff resources with agency management to
timely met project milestones and timelines.

3) Experience in assessing, monitoring the work performance of contract
systems analysts, and updating welfare reform executive management and
the Coordinator on non-contract employee project performance essential
to meeting project deadlines.

B. Strong interpersonal skills (including analytical & problem solving
skills)
C. Leadership & Team building skills.
D. Reengineering Legacy Applications

1) Experience with business process reengineering (BPR)
2) Experience with process modeling
3) Experience with data modeling
4) Mainframe to client/server environment (preferably managing)
5) Mainframe to mainframe (different platform)

E. Knowledge & use of a structured software development life cycle
methodology

1) Experience in the detailed design, implementation planning and
leading the implementation of a significant systems development.
2) Adheres to, enforces adherence to, and provides leadership for
improving the Client�s development methodology.
3) Experience with requirements management & development.
4) Experience with configuration management.
5) Experience with software quality assurance (esp. formulating test
plans & procedures)

F. Programming Experience
1) Provides technical assistance to the client�s project management
team.

G. Strong communication skills
1) Experience in the identification, assessment, compilation and
communication of critical success factors, risk factors and data and
systems integration issues essential to successful project completion.
2) Provides detailed and comprehensive progress reports to management on
project status and uses on each component of the State Disbursement
Unit.

Preferred:
A) Knowledge of Payments Processing
B) Knowledge of TXCSES
C) Level 2 understanding of the Capability Maturity Model (CMM)
D) Knowledge & use of Adabas & Natural
E) Experience with RFPs
