In a recent article, Colin Newell <rnewell@unix.uvic.ca> decided to
spout forth with:
>There seems to be a trend amongst Companies like BCtel, CANtel, BCHydro,
>BCTel and the like
>in the Province of British Columbia to refuse paper money in financial
>transactions and bill payments.
>
>Do they have the right to refuse paper money ?

>situation.

>Am I wrong ?
Technically speaking, if you go prepared to pay the bill, in
full, and they REFUSE to accept your bill payment, you no longer have
to pay the bill. Why? Because you intended to pay and had the means
to pay and all the required documentation yet they refused to accept
your payment. Once payment is declined -- as long as it's payment in
regular fashion (no coconuts, rocks, etc) -- then they have declined
it and refused your offer of payment.
Of course, if they refuse payment from you in the form of
legal tender (i.e. Canadian currency) then you've definitely got them.
A tape recorder, recording them refusing your payment outright would
likely come in handy should they cut off your service for non-payment.
Any other thoughts on this issue?
