SUW can now be used as "suw new [userid]" to create new super_users,
and as "suw change [userid]" to change passwords.

I've also fixed the nfs problem when it tries to read in the
entire file in one read.

But where is it using nfs?
The file is local?

(Actually it's supposed to be regional,
 but many machines don't seem to have /.software/regional.)
